I started to work on penitentiary issues by pure coincidence in 1998. That year marked the 50th anniversary of the Universal Declaration of Human Rights. A colleague and I decided to organise a seminar about human rights in prison, with a special focus on foreign inmates.

We asked some professionals to take part in the event as speakers: a University professor, the vice director of a remand home and some third sector operators working in the penitentiary institutions in Piedmont. Moreover, the event was promoted as part of the programme “identity and differences” set up in Turin.

The general trend in our justice systems is to increase penalization parameters for juvenile offenders, e.g. by lowering the criminal liability age, multiplying or extending sentences and making punishments harder. In our opinion, however, adolescents should not be considered as nearly adults and their status should not shift from a minor’s to an adult’s one abruptly.
